  You did "radiusd -XC" and posted that.

  You need to READ THE DOCUMENTATION AND FOLLOW IT.

  Arran told you to read a page.  It's clear you haven't done that.

  We need to see what happens when the server receives a packet.  All of this is documented in the web page you were told to read.
