  The short answer is to restart the server.

  The longer answer is that something is blocking the server.  The worker threads are supposed to pull requests off of the queue and process them.  Since the queue is full, that isn't happening.

  So what is blocking the worker threads?  In most situations, it's that a database is busy / blocked.  Fix that, and the server will be fine.
