radius PECL extension works well on XAMPP but unexpectedly on other Servers

Thank you very much Mathew. It worked.
the problem was in the nas name:
the old nasname was: 172.19.8.0/24     this was not working
the new nasname is  : 172.19.8.46       this worked
I am not sure why is that so. Actually this worked before.
