Split them so the day you run out of performance you have an easier time migrating the database off onto its own hardware. VM or containers, both can provide sensible outcomes. It'll also be easier to design a fault tolerant solution if you need to.

    Neither is 'best', it depends on your situation.

    Given VMs are basically free, I'd split them onto separate systems, personally.
