Hello,

It is because you did not define a CoA-server in file 
sites-enabled/originate-coa. The list of CoA-servers does not match the 
list of NAS-clients (FreeRADIUS does not use the NAS definitions as the 
list of CoA-servers).
It is also advisable to read the comments in the file 
sites-available/originate-coa.
