Some help with radtest

Hello Everyone,
I'm looking for a bit of help.
I'm almost new to linux and Freeradius ( I'm learning tho)
My task is to upgrade an Ubuntu server 16.04 with freerad2.0 for an AD authentification via WIFI 802.1X to Ubuntu server 18 04 and freerad 3.0.X.
Sadly my predecessor did not left my ANY documentation.
So far I'm doing reverse engeneering. But some point are not clear to me.
Right now I have followed a lot of documentation, and i'm still trying to to a radtest.
When I'm doing a freeradius -X

The fact is, in my /etc/freeradius/3.0/sites-enabled/eduroam-inner-tunnel
I activated files in authorize, and in auth PAP, so it should work, but I can see a noop.
I activated it too in
/etc/freeradius/3.0/sites-enabled/eduroam
I'm reading the man page, and comment section, but I dont get it:/
