Freeradius 3.0.x and Python 3

Hi,

IIRC if you set correctly configure options you could use py3. There is
only an issue in configure because doesn't support pkg-config and it's
needed fix a variable. I try to complete my tests in the next weeks and
then i will push a pr to freeradius guys.
