after reinstallation of Freeradius on Ubuntu 20.04, cannot start service

Removed / purged freeradius after discovering daloradius didn't do what I
needed, reinstalled and now cannot start the service.
The issue SEEMS to be a missing shared library:
 freeradius.service - FreeRADIUS multi-protocol policy server
     Loaded: loaded (/lib/systemd/system/freeradius.service; disabled;
vendor preset: enabled)
     Active: activating (auto-restart) (Result: exit-code) since Mon
