  It sounds like your RADIUS server is overloaded.  i.e. its probably writing accounting data to SQL, and the SQL database is very slow.  Which means that RADIUS is slow.

  Look at the logs on the *radius server*.  Don't look at the logs on the NAS.  They rarely help.
