  That's not the right way to do it.

  This is basic system administration.  Find out what system is monitoring FreeRADIUS, and use *that* tool to stop the service.

  If you don't know what system is monitoring FreeRADIUS, then figure it out.  See the OS documentation.  This isn't a FreeRADIUS issue.
