There are pretty clear instructions given in
raddb/sites-available/coa-relay:

#  In addition to configuring and activating this site, a detail

Did you do that?

This makes no sense whatsoever.

"detail" != "detail_coa"
"available" != "enabled"
"sites" != "mods"
