Debian put their config in a non-standard location. As Alan said, read 
the "freeradius -X" debug output, it will tell you where it's reading 
the files from.

You probably either want

   /etc/freeradius/3.0/mods-config/files/authorize

Or install the Network RADIUS packages which use the expected location:

   https://packages.networkradius.com/
