multiple FR servers with one db.server

OK, fine, Is there any special configuration required in FR 
configuration for this topology?

In this topology, I think it would be more appropriate to set the radius 
server closest to the NAS as the 1st radius server and the other as the 
2nd server? In this case, when the session starts from radius1 and 
sometimes radius2 responds, wouldn't there be a double record in the db?
