Disconnect Request instead of Accounting Response

Hi, I am using FreeRADIUS 2.2 and I have one query related to originating Disconnect Request. I have read the originate-coa documentation and I am able to send the Disconnect Request without any problem. But my query is I see that Accounting response is being sent before the Disconnect Request for a given request. Is it standard behavior?
