3.0.12 ignoring HUP (No files changed), albeit changes in passwd-file?

Hello, I´m running 3.0.12 and use the passwd-module of 3.0.13 (because of "notfound") After changes in the passwd-file, the server receives a HUP. This worked in 2.0.2 3.0.12 will give me

Info: HUP - No files changed. Ignoring

I can confirm, that the passwd-file has changed, since the server has started. What am I doing wrong? (Found some entries in the mailing list, that this was a problem in older versions but should have been fixed since 3.0.10?) Is it better to change to 3.0.13 completely? Is it stable?
