dictionary: adding MONTHLY-TIME-LIMIT

      Hi,

I am trying to add MONTHLY-TIME-LIMIT to the freeradius dictionary.  I
will be using this parameter in the radreply table of the freeradius database.

Exactly how do I add this to the freeradius dictionary?
