And I haven't found any entries how deletestatlesssessions ( in sql.conf ) work :( sorry - I probably missed something. In 1.0.5 and following, radzap is just a shell script wrapper around radwho && radclient. You can use radclient to create a fake "stop" packet, and send that to the server.
