allow users to access only WhatsApp or Facebook

Hello every body I wish to make my users to Access only facebook or whatsapp . I want to sell whatsapp or facebook Buckets so user will buy whatsapp packet for example and he will access only whatsapp How can I do that using freeradius . if user does not provide like this service which tools should I use to acheive my goal?
