It's in control:EAP-Type. But only after the EAP module runs.
Also are there any drawbacks to copy attributes to inner-tunnel?
You don't want the inner tunnel attributes to be over-written by the outer attributes.
Why is the flag by default set to no?
Because that's the best choice for most systems.
