No... see my other message.  The configuration above *originates* CoA
packets.  It doesn't proxy them.

The only problem I have left is the 
Warning Unknown destination IP
if I put another address than 127.0.0.1
You need to add the appropriate configuration.  See the "home_server"
section of raddb/sites-available/originate-coa.  And see "coa" in
raddb/clients.conf.
