No. Try with a different RADIUS client. i.e. a different switch.
What is odd is if I log in without a user that is not in the users conf I get a access-reject which I wouldn't expect if the secrets weren't aligned. However when logging in with a valid user I get the shared secret is incorrect and the packet gets dropped.
