You haven't set up session control properly. Check the nastype entry in clents.conf and make sure that sql is not commented out in session {} part of radiusd.conf. It is not a boolean option. 0 means you want 0 sessions for every user (i.e. they cannot login). 1 means 1 session, 2 means 2 sessions, etc...
