MS-CHAP doesn't work that way. The server MUST have a copy of the password. If it doesn't the client will disconnect, as it thinks it's talking to a false server.

All I want to do is place the port into the correct vlan. (I assume I have to use PEAP with XP.)

Configure a password. VLAN assignment will be easy after that. Alan DeKok.
