your config file is asking to load the SQL module but you dont have the SQL support compiled in. how did you install FreeRADIUS? via a package, or from source? if from source, did you note the errors thrown open by the ./configure step? to have SQL support you'd need the SQL development environment installed. if you dont need SQL, simply comment it out of your config file.
