You have 7 uses of "LDAP-Group" in the "users" file.
If you don't want the server to perform LDAP lookups, don't configure it to do LDAP lookups.
And the LDAP lookups aren't cached in FreeRADIUS. Doing so would be wrong, for a whole host of reasons.
