As I said, you need to configure your NAS (the device with IP 10.5.5.17) to send accounting packets. No amount of configuring FreeRADIUS will fix this. Ok i think i understood now what you meant with device with ip 10.5.5.17 , you meant my hardware radius server (my mikrotik test device) Yes i did check this yesterday and its enabled.. on accounting port 1813
