Keep alive sessions do not work with TLS, the second run of Access-Accept does not contain Acct-Interim-Update. However TTLS works and I didn't check but PEAP will probably work as well.

The attributes that you send from FreeRADIUS in Access-Accepts are all up to you. It depends on how you configure the RADIUS server. There is no bug in FreeRADIUS here, if you are sending the attribute in one case but not another look at where you have misconfigured the RADIUS server.
