The specific configuration works fine I remove the following line from users
file:
Tunnel-Type := VLAN, Tunnel-Medium-Type := IEEE-802, Tunnel-Private-
Group-ID := 218
Tunnel-Type = VLAN,
Tunnel-Medium-Type = IEEE-802,
Tunnel-Private-Group-ID = 218
