All I can guess is that the code generating 32-bit random numbers somehow has them promoted to 64-bit numbers, and then the lower 32-bits get ignored... the ISAAC (random number generator) libraries do use registers to hold the numbers while it is generating them. registers on a 64 machines are 64 bit right?
