I've only vaugely been following this thread (no pun intended). It just occurred to me I may know what's going on. You're only seeing the degredation when exec'ing an external perl module correct? We had a bug in our perl interpreter which caused it to start very slowly. I don't recall the exact cause and it's since been fixed in our distribution, but it's conceivable you're hitting the same issue.
