Centos 6 comes with very old freeradius. Not sure why init functions are not there. Still checking.
I suggest you look at the FreeRADIUS package for CentOS 6 and grab the files that are included in their .src.rpm file. Nick et al have been pretty good with maintaining that. Alternatively, pull off the .src.rpm from http://repository.project-moonshot.org/rpms/centos6/SRPMS/ - This is FR 3.0.x for CentOS 6 with Trust Router extensions, but it will give you the init.d scripts you want.
