Delete the "Auth-Type = CHAP" line. It's not necessary.

You've butchered the configuration files. It's not necessary. USE THE DEFAULT CONFIGURATION. IT WORKS. Really. Your edits have *BROKEN THE SERVER*. Alan DeKok.
