Policy on AI Agents

We've started to get PRs which are untested AI slop. As such, we've created a policy to clarify when / where AI can be used. In short, AI is good for API completion, summaries, suggesting certain docs. PRs which are clearly untested AI slop will result in the submitter being banned from the GitHub repository.
