Hi I Use CentOs 6.7 with freeradius 2.2.6 (tested also with 2.2.8 -> same problem). The problem is that some Android devices (including the galaxy s5) to the first access send access-request and accounting-request (all ok), in subsequent connections instead send only accounting-request. the clients connect anyway, but bypass the controls on attributes.
