When I update the proxy-request instead of the request context, it works:
update proxy-request { &Called-Station-Id := "00-11-22-33-44-55:eduroam" }
When the pre-proxy section is being run, it's already copied attributes from the request to the proxy list. So editing the request list in pre-proxy doesn't change the proxy list.
