The NAS generates accounting packets. If the NAS doesn't generate accounting packets, then the NAS is broken.
TTLS clients have never had a problem aboute accouting.
That changes nothing.
The NAS generates accounting packets. There is no magical setting you can change on FreeRADIUS to make the NAS behave differently. You MUST fix the NAS.
