It's not a RADIUS problem.

Your database is blocked. It is slow, unresponse, or otherwise useless. As a result, the RADIUS server cannot read or write to the DB. Fix the database so that it returns answers quickly. Right now, it is taking 30-60 seconds to respond to SELECTs or INSERTs. Alan DeKok.
