Your config looks horribly broken; you've edited it and done something badly wrong:

Go back to the default configs and start again. Follow the tutorial here: http://deployingradius.com/ Make small changes. Take the default config and put it in version control. Commit changes at each step once you have them working. Roll them back if you break it.
