i have contacted eduroam italian staff and i confirm that it seems to be a NRPS/NTLR issue
your users having issues getting on eduroam when 'from the outside' - i take it to mean at other sites - would suggest the the NRPS/NTLR is itself having some issues and dropping stuff - do they use status-server at their end for your RADIUS servers?
yes, they do (I think so, I'll ask for a confirmation)
do you have status-server etc for your inbound authentication to your real RADIUS from these proxy boxes? the issue could be in any number of places.
