you have only one ldap instance. you don't need the redundant block

authorize {

	#usual authorize stuff, preprocess, suffix, ect

	ldap_primary {
		fail = return
	}
         if(fail){
                 files_local
         }
         else {
                 files
         }
}

this *should* work.
