that'd be normal. use a build server to make the RPM and then install the RPM on your production server....
Yup, or build manually and install to /opt/freeradius on another server, then just copy all of /opt/freeradius over - saves messing with the installed RPM for a temporary check. Plenty of ways to do this :) You can even selectively proxy particular packets (e.g. based on calling-station-id or similar) over to a test server from the live server.
