This is where I am confused. In this case I am using EAP-TLS with the CA and Client Cert created during the FR3.0.8 installation. There is no user ID being used in this case. The server is default config outside of the MYSQL setup for PEAP-MSChap UserID/PWD

There's your problem. What are you doing with the user-name ? Stripping the realm when proxying locally?
