Whitelisting LAN

Hi all, We are using FreeRadius for Hotspot and PPPoE authentication in out network. But the authentication is required only when the user connects to internet. We have iptv services available in our network. This shouldnt be affected when restricting the bandwidth and applying the FUP. The problem is when the FUP is applied even the iptv services in LAN gets affected. How can we whitelist the LAN ips so that local services will not get affected by applying radius policies?
