RADIUS packets do NOT include names. They only include the assigned numbers. The dictionaries map the numbers to the names. The names are ONLY for informational purposes, and have NO MEANING in RADIUS. i.e. The cisco device has a different dictionary than FreeRADIUS has. This is not a problem. Alan DeKok.
