I did not compile from a deb package. I downloaded the package from freeradiys.org and did the standard ./configure, make, make install. Should I remove all of this and go the .deb route? Things seem to be functioning although not located in /etc/freeradius. How have you installed FreeRadius?
Having spent a lot of time recently installing and building various versions of FreeRadius, I would strongly recommend, if you're not using an already released package, that you build from source as per the Debian instructions here:
http://wiki.freeradius.org/building/Build#Building-Debian-packages
The config files will then reside in /etc/freeradius This will save you a lot of time in the long run for you. I know, I've been there!
