Daemon mode runs in the background with normal logging as per the configuration you specified in the radiusd.conf file. Debug mode runs in the foreground and spits out copious bits of debug information to help you track down why it's not running the way you want it to. Normally you run in daemon mode and only run debug when you need to debug a problem.
