Capping issues with voucher system

Hi, We experiencing a strange situation. We have a voucher system using freeradius and some customers are being capped when they reach their voucher limit. Some customers though seem to continue to use about 100-300MB over before they eventually get capped. Has anybody experienced anything like this before? Any pointers on where the possible issues might be or where to look to start diagnosing? Thanks, Daren
