Then it's a networking issue. There isn't anything you can do to FreeRADIUS to fix the problem.
I tested Mikrotik with another freeradius server and it is working without any problem
"another" FreeRADIUS server... on the same machine? On the same network? What's different about the other system?
So , I think there are somethings which prevent the response packet to Mikrotik .
