from some great replay from this list i solved my problem . first things i use dhcp server ( gateway ) my internet and internal network come to it and from it dhcp come to my client second my openwrt ap all it work as dump ap ( just bridge ap they bridging dhcp from my gateway dhcp ) third small configuration on freeradius and dhcp in my gateway as shown : in freeradius retry_delay change it to 0 lifetime change it 1 idle_timeout change it 1 in my dhcp gateway i add dhcp lease time 30 second for me this solved 70 - 80 % from my problem . NB: In a managed AP setup the session management is centralised so the device association can migrate between AP's without reauthentication. Problem solved but last time I looked you pay $$$$$$..
hostapd/openwrt does have some OKC and/or dot11r features that use a simple broadcast protocol on the AP wired management VLAN to sync session state between APs, if you have them connected on the same segment. I don't know what this does to its RADIUS Accounting behaviors, but it may be worth looking into.
