after the 10th packet, the FreeRADIUS server is sending back Access-Accept - so you probably need to do further debugging on the NAS or the client to find out why thing arent working - the EAP stuff completed, certificate exchange etc...
Isn't that symptomatic for the TLS1.2 session key generation problem in earlier versions? IIRC the OP did not tell us the exact version he's using. Maybe it's one with that bug.
